What that means in practice
The SIE has the lightest requirements of any FINRA exam: you must be 18 or older, and that is it. No degree, no firm affiliation, no prior exam. FINRA opened the SIE to the public when it restructured the representative exams in October 2018 so that people could show basic knowledge before being hired.
What the SIE does not do: FINRA states that passing the SIE alone does not qualify you for registration or allow you to engage in securities business. To register, you must also pass a qualification exam such as the Series 7 or Series 6, which requires association with a member firm.
